On November 5th in Ho Chi Minh City, the Chemical Department under the Ministry of Industry and Trade organized a conference on “Dissemination of National Technical Regulations on Safety in the Production, Business, Use, Storage, and Transportation of Hazardous Chemicals and the National Action Plan on Prevention, Detection, Preparedness, and Response to Chemical, Biological, Radiological, and Nuclear (CBRN) Risks and Incidents.” This event gathered over 130 representatives from the Departments of Industry and Trade and chemical production and business enterprises in the Central and Southern regions, aiming to update new regulations and raise awareness about chemical safety in the workplace.
Speaking at the conference, Mr. Phùng Mạnh Ngọc, Director of the Chemical Department, affirmed the importance of the chemical industry to economic development and social life. However, alongside the benefits that chemicals bring, their potential risks to human health and the environment cannot be overlooked. This necessitates strict regulations and management to protect public safety and the environment. Preventing and handling chemical incidents is not only a matter for individual enterprises but also relates to social safety and national security.

At the conference, the Chemical Department disseminated the contents of Circular No. 19/2024/TT-BCT, issued on October 10, 2024. This circular amends the National Technical Regulations on Safety in the Production, Business, Use, Storage, and Transportation of Hazardous Chemicals (QCVN 05A:2020/BCT). This is an important step in strengthening management and ensuring safety in the chemical industry.
The regulations require enterprises to safely store and transport chemicals, use protective equipment, protect the environment, and effectively handle chemical incidents. Enterprises must establish a chemical safety management system, conduct regular risk assessments, and comply with national and international standards.
The Chemical Department pointed out that implementing the CBRN Plan is not only a national requirement but also contributes to international security cooperation. Chemical industry enterprises are also required to play an active role in complying with CBRN preventive measures, including developing emergency response plans, training personnel, and equipping preventive devices.

The conference on disseminating chemical safety standards in Ho Chi Minh City was successful, with active participation from regulatory agencies and industry enterprises. New regulations such as Circular No. 19/2024/TT-BCT and the CBRN Plan promise to create a solid foundation for chemical management in Vietnam, contributing to public health and environmental protection.
Through the conference, it is evident that ensuring chemical safety is not only the responsibility of regulatory agencies but also requires the cooperation of enterprises.
